How is this calculated?
The NWS wind-chill index describes how cold the air feels on exposed skin at wind speed V (mph) and air temperature T (°F). It is defined only for T ≤ 50 °F and V ≥ 3 mph; outside that range the wind adds no meaningful cooling and the actual air temperature is shown. At low wind speeds the formula is also unreliable, so below 3 mph the air temperature is used directly.
